And in their relationship, there is no issue that has risen so quickly and generated so much friction as cybersecurity. Distrust of each other’s actions in the cyber realm is growing and starting to generate deeply negative assessments of each country’s long term strategic intentions. During 2010-2011 Brookings’ John L. Thornton China Center and 21st Century Defense Initiative hosted a working group on cybersecurity and its impact on U.S.-China relations. The following paper draws from discussions in that working group and additional research to suggest how to take the particular characteristics of the cyber security realm into account while fostering U.S.-China cooperation on cybersecurity.
